While considered a low risk country, in the past few years working conditions in the garment industry in Italy have faced growing issues due to, among others, the use of the job voucher system.

Workers who receive vouchers are considered unemployed by the government, and are therefore not eligible for benefits such as vacation or severance pay. Vouchers can be cashed at 75% of their value, and the remaining 25% funds social security and insurance for these workers, as well as the administration of the system.

The main risks related to FWF’s Code of Labour Practices are the lack of a legally binding employment relationship and, consequently, the lack of freedom of association and collective bargaining that workers face.

In 2013, FWF has conducted a risk assessment in Italy to determine the validation of its low-risk status. Read the study here.
