ITALY

While considered a low risk country, in the past few years working conditions in the garment industry in Italy have faced growing issues due to, among others, the use of the job voucher system.

Workers who receive vouchers are considered unemployed by the government, and are therefore not eligible for benefits such as vacation or severance pay. Vouchers can be cashed at 75% of their value, and the remaining 25% funds social security and insurance for these workers, as well as the administration of the system.

The main risks related to FWF’s Code of Labour Practices are the lack of a legally binding employment relationship and, consequently, the lack of freedom of association and collective bargaining that workers face.

In 2013, FWF has conducted a risk assessment in Italy to determine the validation of its low-risk status. Read the study here.

Fair Wear Foundation recommends members to discuss with their suppliers whether vouchers are being used, and how much of production is covered by them. FWF further recommends brands sourcing in Italy to cooperate in monitoring efforts. For more information please contact Rosan van Wolveren at vanwolveren@fairwear.org.
