On 28 March, 2018, the complainant and other 11 workers were given warning letters as they let another worker clock in the time card for them. The complainant gave his time card and let his wife clocked in for him as he was parking his motorbike. He followed his wife shortly in a minute but they were still given warning letter for minor misconduct. They accepted their mistake and signed on the warning letter. But afterwards their names were posted on the staff noticeboard saying "Anyone who clocks in for others or the workers who let others clock in for them shall be given the warning letter and will be terminated after receiving three warnings. The followings are the names of the workers who were given warning letter for such misconduct: ...". It was signed and approved by the Director. The complaint feels humiliated and embarrassed by the factory management for publicly posting their names.

Findings and conclusions

On 30 March 2018 FWF received a call to complaints helpline in Myanmar. The complainant indicated that on 28 March, 2018, the complainant and other 11 workers were given warning letters as they let another worker clock in the time card for them. They accepted their mistake and signed on the warning letter. But afterwards their names were posted on the staff noticeboard. The complaint feels humiliated and embarrassed by the factory management for publicly posting their names.

FWF shared the complaint with Takko on 10 April 2018, which immediately requested the factory management for a response. Factory management responded that when it started to use the electrical attendance system it has posted the ID Card policy next to it. The policy states, among others, that workers are not allowed to clock in for somebody else. If they do, a warning would be issued.

Factory management also confirmed that on 28 March the HR department noted that some workers clocked in for other workers. The factory management applied the policy; workers concerned received a warning letter and the decision was posted next to the policy in order to remind workers. The workers acknowledged that they made a mistake and thus accepted the warning letter. Factory management furthermore indicated that it has removed the names of workers that received the warning letter. It indicated that it will not show the names of disciplined workers in the future. It will only confront the worker concerned with the facts in order to protect the workers' privacy and self-respect.

FWF repeatedly tried to contact the complainant to double-check, but he could not be reached. Therefore, based on the feedback from the factory management, FWF decided to consider the case resolved.
