Turkey

Turkey is the fifth biggest supplier country for FWF members. Production mostly takes place in and around Istanbul, Izmir and Denizli. The lack of social dialogue, functioning industrial relations and the obstruction of the right to organise and bargain collectively in the garment industry are the biggest challenges faced by workers.

The most common problems found in FWF’s audits in Turkey are falsification of wage records to avoid paying fees to the social security administration. This affects worker pensions and severance payments negatively when they are dismissed or retire. Other common problems found concern working hours, payments of overtime and annual leave and unfair dismissals, particularly of trade union members. Furthermore some factories have been found to use false apprenticeship schemes in order to pay a part of the workforce less than the legal minimum wage.

In Turkey, the industry is marked by complex subcontracting chains and deeper down in these chains child labour may be used. Also during summer holidays, child labour increases in the garment industry.

The arrival of Syrian refugees in Turkey makes for an increased risk of child labour in the garment and apparel factories. The current situation concerning refugees makes the Syrian child labour an upcoming issue.

The work of FWF in Turkey focuses on strengthening communication and social dialogue at suppliers of FWF member companies. Awareness raising and trainings will be arranged for both management and workers at suppliers to FWF affiliates. The verification will focus on factory audits with the local FWF audit teams and effective complaints handling.

Workplace Education Programme

FWF members aim for more than participating in auditing. FWF’s Workplace Education Programme (WEP) provides short, targeted onsite training for managers, supervisors and workers. The training aims to raise awareness about the various labour standards and effective methods for communicating about problems and resolving disputes. Managers, supervisors and workers also learn about FWF’s complaints mechanism.
